Moving into a different apartment in a couple weeks. Kitchen and bathroom floors are ugly and old?
Can I ask the landlord to replace that before/when I move in? I mean, I know I CAN, but what's the best way to approach him about it? Is he obligated in any way to replace tiles?
If I wanted to do it myself, how much cost/work is involved?
About 12x12 ft. kitchen and small bathroom.

As long as the bathroom and kitchen floors are not falling to pieces the land lord is not obligated to fix them, since they are doing their purpose. The land lord will not come out of pocket to replace something just because it isn't nice looking...You can however say that you noticed the bathroom and kitchen need a little update and ask him if you could redo them and have the cost of what you paid deducted from either the rent or deposit. That normally works, so they don't have to do the work either. It should not cost too much if you get reasonable material and do the work yourself.
